Gold Regulations, Victoria, 1854, Rules and Regulations made by the Lieutenant Governor and Executive Council respecting the issue of Licenses for Mining and other Purposes; Amended Gold Mining Regulations, Victoria, 1855, under the Act of Council, 18 Victoria, Mo.37, in lieu of all former Regulations. (2)

The first document was the basic cause of Eureka. The second document was the result of an extensive inquiry into the miner's grievances following Eureka, the Government was forced to concede the previous regulations were unjust and adopted the 'The Miners Right' replacing the 'Gold License'.
