U.S.A., pattern nickel five cents 1883, plain edge, (Judd 1714, KM Pn.1802 [$2650 US]). As struck, FDC and very rare.
Head is a little different to the adopted currency issue. The word LIBERTY is above the head and not on the coronet. Only a few specimens known.
