Draft Bill to constitute the Commonwealth of Australia, as finally adopted by the Australasian Federal Convention, at Melbourne, 16th March 1898; together with an Explanation of its Provisions. 29 pages and introduction, with the Constitution printed in the left-hand column of each page, the Explanation in the right-hand column. Printed by William Applegate Gullick, Sydney, 1898. Folded crosswise twice for posting, handwritten in ink 'On Public Service by ... / Mr John M.Palmer / Bagdad' and with two postmarks 'Broadmarsh Tas 10 May 1898' and 'Bagdad Tas 11 May 1898'. With some foxing on front cover, rust marks, holes on folds back and front and stained on back, otherwise good condition.
