VICTORIA RAILWAYS, Free Pass, in silver (35 x 25mm) by T. Stokes (?) circa 1866, reverse inscribed 'Jas. Balfour Esq. MLA'. Pierced with ring suspension otherwise fine and rare.

Balfour, James (1830-1913) was of Scottish descent arrived in Melbourne in 1853 he became an MLA in 1866 was involved with the Presbyterian Church and became a prominent merchant and commercial leader. He suffered severe financial setbacks in the late 80's but recovered somewhat later on. (See A.D.B. pp.80-2.)
